Moving Forward
Moving Forward is a permanent housing program that started in 2013. The goal of the program is to make subsidized housing more accessible to homeless households. Prior evictions, limited income and resources as well as poor credit histories prevent some people from accessing affordable housing opportunities. A master lease agreement between VOADV and the landlord allows these households to build credit and good rental history.
The program has a diverse inventory of rental housing units. A Housing Specialist accepts applications for the program and works with potential tenants to identify appropriate housing. The units are located throughout grant funded communities, currently Camden County, Gloucester County, Cumberland County, and Somerset County. VOADV enters into a master lease agreement with the landlord and the program participants sign a sub-lease with VOADV. Program participants pay 30% of their income towards the rent.
Once a unit has been identified and secured by VOADV, tenants are assigned a case manager upon entering the program. The case manager conducts assessments on each household to determine the level and types of services necessary to help client be successful. Home visits are conducted monthly.
Eligibility: Tenants must be at least 18 years old or accompanied by a parent who is over the age of 18. The head of household must have proof of chronic homelessness and meet additional requirements based on the funding sources, for example veteran status, proof of disability etc. Potential tenants must be able to pass a criminal background check in most cases.
